We have provided waste management consultancy services to all major North Sea oil and gas companies on more than 80 platforms. Our typical services start during planning for decommissioning, all the way through to recycling and disposal of the waste. This includes materials inventory, hazardous waste mapping, tendering and audits of disposal yards, as well as site representation during onshore dismantling works.
Materials Inventories
D3 Consulting develops a full Materials Inventory of the platform, from topside to subsea. Starting with a desk-based review, with subsequent offshore sampling and visual surveys, we then finalise comprehensive, regulatory compliant inventories. These are used by our Clients for the planning, tendering and site management of the decommissioning works.
Waste Characterisation
Having been involved for two decades with the entire decommissioning cycle, we have an in depth understanding of the waste and materials arising from decommissioning works. This enables us to design and carry out pragmatic and robust Materials Inventories with key factors in mind:
Identifying, quantifying and characterising hazardous materials and substances on platforms with ensuing Human Health Risk Assessments to feed into the decontamination and dismantling design phase
Identifying plant and equipment for resale and reuse with comparisons to scrap values taking into account H&S, costs and processes for deplanting and selling on assets
Reaching the optimal recycling rates for topsides, jackets and subsea bearing in mind H&S, cost, programme and compliance
Ensuring compliant and documented waste management and disposal solutions for those wastes not recyclable nor reusable
Site Representatives for Onshore Disposal of Platforms
With the Duty of Care regulatory requirement, D3 Consulting are often asked by our Clients to be a site presence during the onshore disposal of platforms, and to provide waste assurance. Over the past years, D3’s site presence has led to cost and time savings for our Clients on numerous complex programmes. This also includes protecting our Client’s reputational profile against waste, environmental and health & safety incidents at decommissioning yards and sites.
Tender Support and Yard Audits
As part of our decommissioning service, we support our clients with the tender process including yard audits. When selecting a contractor, it’s crucial to understand levels of competence, holding the appropriate permits and licenses, there is adequate space and capacity with the necessary infrastructure to complete the works. Experience is also key.
